Is this muffler welding? I'm sure you can find somone on Old Middlefield Way. I've used Lupe of Mineke Muffler in Redwood City.

I was able to find a shop in Mt. View that was able to remove the unleaded restrictor plate and flapper from the 84 Grand Marquis fuel filler neck, and this weekend I will cut and weld it into my extra filler neck...

The guy in San Jose that was recommended was not so helpful, "I don't do fabrication, once you have the pieces cut, I can weld them for you..."
Not super friendly...
